July 1.2013, the office of the State Council release a document named <The instructions of financial support for economic restructuring and upgrading>.Put forward “ Pilot projects to promote microcredit guarantee insurance”.With the promotion of policies,many provinces have begun to pilot micro-credit guarantee insurance.Promoting microfinance guarantee insurance system,not only help to reduce the insurance market trading risk,but also promote the reform and innovation of insurance system.Themode of Insurance and loans bundled together, not only help expand the financial services sector of insurance companies,also help solve the financing problems of SMEs,and ensure the safety of bank funds.So themicro-credit guarantee insurance realized SMEs, banks and insurance companies win-win situation.However,Our risk prevention system for micro-credit guarantee insurance operation is not perfect,leading to a number of risks in carrying out an operation,including market risk, moral risk, operational risk.This article aims to analyze the operational risk of micro-loan guarantee insurance existing in the process,and analyze the problems of operational risk prevention system for the micro-credit guarantee insurance.Through the analysis of foreign loan guarantee insurance risk operation mode,and gain experience which conducive to the development of guarantee insurance.Lastly, put forward a sound guarantee insurance risk prevention system of microcredit specific measures.
