A Study On The Centralized Payment System Of Guangzhou 's Financial Treasury

In order to ensure the government management work effectively, this article analyze the mode, problems and their causes of Guangzhou Centralized Treasury Payment System, propose a series of relevant recommendations to improve the system to raise the level of safety and efficiency of financial fund management.This article is based on public choice theory, principal-agent theory and game theory. The financial system must adapt to the development of social economic system under public choice theory instruction. Public finance which is the foundation of Centralized Treasury Payment System requests the financial department managing the finance in law. Loophole of law and laws of lack cause a lot of problems to Guangzhou Centralized Treasury Payment System. Some of budget unit have no zero balance account. It has no unification or standardization of the nonpayment. The authorized transaction is unregulated. The information technology has some room for improvement. Therefore we should Strengthen the construct of law institution to ensure the safety of financial fund. Principal-agent theory and game theory fully prove rules and regulations of Centralized Treasury Payment System can ease the imbalance of resources control between government departments. Meanwhile it can reduce the moral hazard caused by the information asymmetry.This paper is divided into four parts. The third part, find the experience worthy of learning through Contrast that with financial paying system of foreign government. The last part,proposed improve the system from the management concepts of government’s financial, law rules and regulations, information technology.
