The centralized payment system of the State Treasury is to concentrate all policy nancial funds on a single account of the state treasury,and stipulate that all financial expenditures must be paid directly by the state treasury.Under this system,the use of financial funds is based on the financial payment system and the inter-bank real-time clearing system.The budget unit submits the payment application,and after the review of the financial treasury payment center,the funds are directly allocated to commodity and labor suppliers from a single treasury account,instead of being transferred and settled by the budget unit.The centralized treasury payment system is to reflect the advantages of the optimal allocation of resources in the framework of public finance,give full play to the positive role of financial policies,and comply with the needs of the government to perform its functions.The implementation of treasury centralized payment is to change the post supervision of finance into control,and to plug the loopholes of expenditure from the source,which is of positive significance to promote the financial reform and economic stability of our country.As one of the first pilot cities of centralized treasury payment in Zhejiang Province,city H established treasury payment center in 2007,In recent years,city H has continuously expanded its thinking in exploring the reform of centralized treasury payment,and paid attention to thinking and summarizing in practice,forming a set of centralized treasury payment system with local characteristics.However,there are still many problems while some achievements have been made.Taking city H as an example,this paper uses literature research,field research,interviews and other research methods to summarize and analyze the problems existing in the system mechanism and business work of the centralized payment system of city H 's financial treasury,grasp the root of the problems,analyze the causes of the problems,and put forward to improve the single account system of the Treasury,improve the financial management level of the budget unit,and strengthen the work practice Budget unit's economic subject responsibility,constantly improve the internal control mech anism,train the professional talent team of treasury payment audit,strengthen the diversification of supervision forms,improve the accountability and accountability mechanism,constantly improve the dynamic monitoring and early warning monitoring rules,establish the big data platform of Finance and taxation,improve the refinement of budget preparation,and implement the approval system of more than 10000 RMB at important nodes The purpose of the policy suggestions is to provide reference value for promoting the reform of centralized treasury payment.
