Based on tourism safety and security research and the study of tourists’ behavior home and abroad, this paper focuses on safety in Senior Tourism, taking Shanghai residents as example, trying to explore the effect of the perception of tourism safety in on travelling intention of the senior tourists by using the structural equation model and the Theory of Planned Behavior. The paper aims to providing suggestion on safety management and product development for senior tourism and enrich study of travel behavior.Research on the senior tourists to find out that the tourism safety perception level of senior potential tourists is generally high and the composition of elderly people’s tourism safety perception include the following 4 parts: the safety perception of tourist activities, the perception of security management atmosphere, the safety perception of the destination,the perception in the process of tourism. Then, the paper puts out the research hypothesis on five largest variable relationships among the tourism safety perception, the attitude of travelling, the subjective norm, the perceived behavioral control and the travelling intention, accordingly establishing a research model.The final empirical results indicate that the perceived level of tourism safety has a direct positive impact on the travelling intention, and indirectly affects it by two major factors- the attitudes of travelling and the perceived behavioral control.Through a series of analysis about the elderly security perception and tourism intention also obtained the following conclusions: 1) the safety factors of elderly people surveyed on the perception of travel caused by the worry degree below four high, from high to low: tourism traffic safety, public security, integrity of tourism scenic peak congestion and the shopping process; 2) respondents of older people believe that tourism is the following factors limiting the extent of the increase were money distance factors, time factors, personal factors, health factors, health factors of people most likely to limit the travel decision behavior of the elderly, the distance factor is the least easy to limit travel decision behavior of the elderly 3); elderly women travel attitude than older male tourists generally more positive, and older men than women in the main tourist Norms are more susceptible to the influence of information on, women in general in the perception of tourism safety perception is lower than that of the male; 4) the older, in outdoor travel process, the elements of tourism safety awareness level of higher, more vulnerable to security perception factors influence; 5) different monthly income years old by norm influence degree from big to small is as follows: the monthly income 4000-5999 yuan > 2000-3999 yuan monthly income > more than 9000 yuan monthly income; 6) by the elderly tourism experience more rich visiting the, the tourism intention more strongly. The paper summarizes the research findings in the end, and proposes countermeasures to safety management of senior tourism, including: Strengthen the tourism safety awareness of the senior; ensure the elderly get tourism safety information timely and effective; provide travel insurance for the elderly. The paper summarizes the suggestion of product development in senior tourism, including: Have senior tourism product market regular; customize tourism products for the senior; focus on service of the senior tourism. And then it reviews the limitations of this study and proposes a further outlook on future research directions.
