Research On The Management Innovation Of Township Government In Promoting Local Economic Development

Along with the gradual establishment of China’s socialist market economy system, China’s economy has been developed at an accelerated speed. The local economic growth has already been evolved into the foothold to propel regional and national economy. Therefore, it’s been the local government’s main task to promote the local economic growth. As the grassroot government of China’s five-level government(central, provincial, municipal, county and town), the town government shoulders the responsibility for facilitating local economic growth, maintaining social stability and providing functions for public service and management, and is also the direct leader,organizer and implementer promoting local economic prosperity. The adjustment between the both is significant to accurately positioning governmental function and promoting local economic strength.China is at critical stage of economic growth and political system reform. There are more and more social contradictions and development environment becomes more complicated. The original management function of the town government has already been not good for the development at the new era. Therefore, it is an imperative to transform the function of town government into innovative capacity highlighting the government’s management to better push the construction of service-oriented government. The author thinks that it is the threshold to precisely position the function of the town government in the local economic growth in a bid to fulfill management innovation. Meanwhile, it is also the new goal for the government’s management innovation under the circumstance of “strong government with weak service” in the underdeveloped area and “weak government with superior service” in the development area. By beginning with the function transformation of town government, the local grassroot government should develop its function appropriately according to its orientation through analyzing actual situation and by combining the current social environment so as to create conditions for the local economic growth and promote local economic development.Study on Management Innovation of Town Government in Promoting Local Economic Growth-Based on Empirical Study on Z Town, Y County, Shandong Province, an empirical paper,firstly conducts the theoretical study on function orientation and role of town government in promoting local economy. In the first part, the concepts of government function, government function orientation and local economy involved in this paper are explained and regarded as the theoretical basis and analytical tool of the text. In the second part, it treats county Y town Z in Shandong Province as an empirical object. It first introduces the basic situation and development status of town Z, and then analyzes the influence of the town government management system onits economic development after the rural tax reform. In the third part, it mainly elaborates the effect of township government on promoting local economic development, and in addition combs the problems of township government in the market economy environment such as unequal rights and responsibilities, unreasonable institutional settings, weak sense of public service, financial difficulties; In the fourth part, it analyzes the reasons for the problems when the current township government promotes local economic development.In the fifth part, the reasons for existing problems are analyzed. In the sixth part, rational suggestions for town government to promote regional economic growth innovation management system at the new age are proposed with target,which is the foothold of this paper.
