Employment is not only an economic problem, but also a political and social problem,which is highly related to the national plan and people’s live. Under the circumstance of "New Normal Economy", the government has double missions:on one hand, it should prevent the amount of employment from decreasing due to the failing economy, on the other hand, it should help to transform the structure of employment in the process of economy transformation. The purpose of this paper is to analyze the current problems existed when the government use fiscal policy to promote employment, and it includes the analysis of fiscal policy space, process and effect. What’s more, this paper also makes some explorations for the system of fiscal policy related to employment in multiple angles and logical methods.The main content of this thesis are as follows:First, the principle to follow when promoting employment is established according the domestic and foreign literature. The increase of employment is based on the development of economy. After the period of only focusing on the speed of GDP, China’s current economy tends to follow the principle of "taking advantage of fair to promote efficiency, and presenting fairness with efficiency". Therefore, when it comes to employment, the core problem is how to diminish the unfairness between diverse areas.Second, through carding method and statistical analysis of current employment related fiscal policy, it seems to be apparent that the policy efficiency varies from developed area to developing area, and employment injustice arises. When comparing the effects of fiscal policy in promoting employment between Fuzhou and Shenzhen, diversification appears:on one hand, local employment number as well as local employment structure shows different sensitivity to fiscal policies, which makes it difficult to obtain the same effect through one common fiscal policy; On the other hand, different local working environment and local employment structure deviation degree call for different fiscal policy tools, therefor, it will cause recessive employment unfair in the process of carrying out "Equal fiscal policy".Third, this paper gives analysis to the potential factors causing the area unfairness of fiscal policy when promoting employment from policy brewing period to policy implement stage. It seems that the employment stakeholders are absent during the procedures and contents of fiscal policy, and there is a poor coordination between different policies, which leads to the failure of economic-employment linkage mechanism. The effect of employment related fiscal policy is often restricted to local economic environment and the relevant supporting policies, thus there is a need to set up a specialized local employment-fiscal policy institution, making it responsible for the policy efficiency,which includes coordination affair and timely feedback.Last, the solutions to diminish employment related fiscal policy unfairness between diverse areas are given. This paper takes the establishment of a employment-fiscal policy agency as the core, the improvement of fiscal policy program as a safeguard, the indicators monitoring system of employment related fiscal policy as the key point, and the complete closed loop feedback for fiscal policy as the long way. Only after informing a employment related fiscal mechanism, can policy efficiency in the field of employment achieve better efficiency and area justice.
