Frank Knight, the famous American economist, analyzed and defined the risk in his book Risk, Uncertainly and Profit in 1921, who defined the risk as a predictable uncertainty. It means the error of decisions can be caused by the poor information of one economic entity, as it is hard to predict and estimate sorts of cases in that situation. It is an increasing fashion in the industry of economics, administration and enterprise at the end of last century.JW Group, a hi-tech enterprise in Shanghai, drafted the new five-year development plan of JW Group (hereinafter referred to as "The Plan") after they developed in six years.After The Plan was completed, this group met with the economic downturn in 2015. This cruel reality prompted the founder group aware of the importance of enterprise strategic risk management. Therefore, the author, one of the founders of JW Group, decides to select Shanghai High-tech Enterprise Strategic Risk Management Researchas the research subject.The author objectively analyzed the background and characteristics of The Plan and found that The Plan lack of the strategic risk management content obviously. The author get the strategic risk recognition method, analysis, evaluation and solution of traditional construction enterprises by studying a large number of success or failure case of private enterprises.In this paper, the author focus on the questionnaires in his company to investigate the risk matters. And then, the author arranged the Brainstorm Tech meeting to research the risk response and monitor and took the questionnaires in the company. Regarding to the development strategy and the characteristics of JW Group, according to the properties of construction enterprises and development trend, the authorvisited the large building operators to research the method of strategic risk management.The author focused on research the risk management of traditional construction enterprises, especially the private enterprises, including the risk management and control case. And finally find the solution of strategic risk management. At the meantime, the author concluded the method and measure for the private hi-tech enterprise as follows,First of all, the founder of the private enterprise leader is the core and soul. His management concept of uncertainty is the biggest risk for the private enterprise. As far as the author sees, the crux of the risk management framework is the chief founder.Secondly, the external environment is the key factor for the private enterprises. To formulate and implement the development strategy of private enterprises is based on the practice of understanding, analysis, adaptation and improvement the external environment. The author puts forward the idea of how to improve the external environment and promote the enterprise competition.Last but not least, the innovation of business model is the guarantee of private enterprise to step out of the trouble.
