Research On Constructing New Agricultural Management System In Shanghai

Agriculture is the foundation of the national economy. Since the rural reform in80 s, China has established the household contract responsibility system in rural area.By now, Small-scale family operating mode has become the predominant mode of agricultural production. The household contract responsibility system has greatly increased agricultural productivity. However, with the rapid development of industrialization, urbanization and the rapid advance of modern agriculture construction, agricultural production and management is facing some new problems,such as "Who will cultivate the land.", "How to manage agriculture in order to improve productivity" and "What kind of crops we should plant in order to obtain maximum profits". In order to solve these problems and achieve transformation of traditional agriculture to modern agriculture, we must change the traditional agricultural operating system and build a new agricultural operating system.This is the paper’s background, and I will give more detailed introduction in the first chapter.Shanghai Agriculture has always played an indispensable role in the development of Shanghai urban and suburban, such as the provision of high-quality food and vegetables, balancing the ecological environment, as well as reserving space for the development of Shanghai. To achieve the transformation from traditional agricultural to modern agriculture requires the innovation of agriculture institutional mechanisms, fostering new agricultural operating entities, accelerating the development of agriculture social service. Therefore, accelerating the construction of Shanghai new agricultural management system is the primary task. This is the signification of the article.In the following chapter, the article reviews the research in related fields and the different opinions of scholars, and on this basis, the article proposes its own opinion about connotation and features of new agricultural operating system, and the point of research. On this basis, the article r introduces the experience of agricultural operating system in Advanced Economies. Meanwhile, the article also introduced the experience in developing countries, for those countries similar agricultural environment. These are introduced in third chapter.This study is based on grassroots research about new operating entities and new service entities. In the Chapter IV, the article evaluated the establishment of new agricultural operating system in Shanghai. The article thinks that Shanghai had a certain bright spot in the construction of new operating entities, but there are stillmany problems. In the construction of new social service entities, public service entities needs to change their services, and business services entities need to be expand. In the chapter V, the article puts forward some specific suggestions, such as family farm’s dominant position on food production, focusing on supporting the agricultural cooperatives and cooperative union, Supporting enterprises to develop in agriculture vegetable gardening field, changing the functions of agricultural public service body, developing new operating entities and new social service entities and so on. And then, the article puts forward some relevant supporting measures. In the last chapter, the article carries out a full summary of the study, points out some problems that still could not be resolved.
