Study On The Internal Control System Of Agricultural Listed Companies

At the beginning of 21st century, a series of financial scandals erupted in the capitalist world. The United States after Enron case, effectiveness of internal control problems have caused worldwide concern. In June 2002, the United States Congress and the Government passed the "Sarbanes-Oxley Act". The introduction of Sarbanes-Oxley, providing compliance requirements for companies listed in the United States, the listing corporations have to consider various risks which have been controlled. At the same time, in June 2008, China’s Treasury, Securities Regulatory Commission, auditing department, China Banking Regulatory Commission, and the China insurance regulatory Commission jointly held a conference in Beijing, which issued the basic norms of internal control. At the year of2012, the listed companies in Shanghai and Shenzhen Stock Exchange have to in accordance with the basic norms as the words mentioned above. Although China’s listed companies initially to establish a sound internal control system, there are still some nonstandard events happened during this period, which shows that the internal control system in our country have problems in the carrying process. As the primary industry, agriculture is the resource of clothing and food and the basic condition for survival. The development of agriculture has a direct impact on the national economy. The important role of the agricultural industry can not be ignored.Under this background, this paper takes the agricultural listing Corporation as the research object, Firstly, based on the theories of internal control, I have done some analysis. Then based on the characteristics of agricultural industry, to find out the present situation and the problems exist Finally, it is concluded that to enhance internal control effectiveness, and gives some suggestions. This paper takes the case analysis as the main research method, taking the Zhangzi Island case as an example for my research. And recalling the "black swan" incident in the year of 2014,I gave detailed analysis in the internal control of Zhangzi Island, from the elements aspect, analyze the reasons lead to these problems, and put forward the methods of improving at last.
