The policy of building roads with loans and repaying loans with tolls successfully relieved the fund shortage pressure of building expressways and sped up the construction of expressway infrastructure, which is a correct policy implemented for years. The expressways collecting tolls involve three stakeholders, the public, the government, and the investing and operating entity. The three stakeholders have their respective appeals: The public require fast, safe, convenient, comfortable and good road traffic transportation service as well as reasonable vehicle tolls; the government needs to ensure the public interests while encouraging the initiative of investors in providing and operating public products; the operating entity needs to recover building costs and obtain reasonable returns. As the social capital is in pursuit of profits, a balance is hard to be struck between it and public interests; the local government attaches great importance to tolls, which impinges on public interests;some people and media react emotionally about tolls and even demand cancellation of expressway tolls. The conflict between public interests and operational profits becomes prominent.The thesis tries to use theoretical knowledge in economics, public management,traffic management to research on it. The thesis is divided into six parts: The first chapter is introduction, introducing the research background, meaning, objective,methods, train of thought and framework as well as summary of research results at home and abroad. The second chapter is relevant theoretical analysis. The third chapter introduces the existing problems of domestic expressway tolls and their causes. The fourth chapter introduces the routine practices and experience of overseas expressway tolls. The fifth chapter discusses the solutions to settling problems concerning expressway tolls. The last chapter is epilog. The thesis discussion hopes to help illuminate the healthy, coordinated and sustainable development of domestic expressways.
