The past decade of this century has witnessed major changes in international situation and global economic pattern. The developed countries, as the main initiator and rule maker in International Development Assistance, are making adaption in aid scale, aid form and aid philosophy. The developing countries, especially the newly emerging economic entities, are rising up in this domain with the fast growing of domestic economy. The innovative models as South-South and Triangular Cooperation challenged the traditional way of International Development Assistance, and have the potential to change the current structure in this field. Meanwhile, with the newly released UN 2030 Development Agenda, the sustainable development goals have become the new benchmark and new background for international development in the following 15 years. Under such circumstance, what are the challenges and opportunities for the participators of international development assistance? How can China as a large developing country continue to play a more significant role in global development? These questions call for our attention and consideration.This paper thoroughly analyzes present situation of donor countries and benefit countries, systematically illustrates the relationship between –UN 2030 Agenda for Sustainable Development and aid models, aid domains, aid subjects and review mechanism, initiatively points out the divergences between the North and the South on future development assistance and challenges for South-South cooperation in current situation. The divergences between the North and the South focus on: different emphasis on the goal of the new agenda, different understanding on the employment fields of “common but differentiated responsibilities” principle, dissatisfactions on means of providing development assistance and the following effects. While the challenges for the South-South cooperation show as: similarity of national trade structure, incapability of core states governance with inadequate regulations, short of diversification in participating subjects, lack of unified review and accounting mechanism, etc.Besides, the paper demonstrates the “double identity” of China as both donor country and benefit country, and proposes suggestions on policy for China to play a greater role in international development assistance. The suggestions include the following 4 points: focusing on economic growth and poverty reduction, promoting green economy transformation, improving South-South Cooperation, enhancing diplomatic relations and strategies.In summary, despite of the DAC countries will continue to lead the North-South cooperation in IDC, developing countries will more actively take part in the world development governance. As the representative of the newly emerging economy entities, China will play an increasingly important role in IDA with no doubt.
