Research On Risk Management Of PPP Project Operation

Public—Private—Partnership(PPP) is a partner type cooperation relations. It received extensive attention at home and abroad by the characteristics that the government involved in the whole process of management. It developed from late 1990 s.Practice has proved that the PPP mode operation process is complex, there is a huge risk, how to effectively manage the operational risk,the direct relationship between the effectiveness of PPP model.Taking Beijing subway line 4 as an example, this paper studies the risk management of the effective operation of the PPP mode.Firstly, based on the basic theory and operation risk management process of PPP project, this paper studies the key of risk management of the effective operation of PPP project: risk identification and risk sharing and its countermeasures. On the basis of, in view of the introduction of foreign and take the construction and operation of the PPP mode subway line of Beijing Metro Line 4 and efficient operation of the risk management for the analysis of the case,summarize the effective operation of PPP model of risk management experience: 1) pay attention to PPP project preparatory work, strengthen the operational risk management in advance; 2) the effective supervision of the government and support the project to avoid the effective guarantee of operational risk; 3) key operational risk management is the profit allocation of scientific and reasonable risk sharing mechanism.Finally, the PPP mode of effective operation risk management the main work: 1) in order to strengthen the legal construction of the PPP, effectively prevent and control the legal risks; 2) to improve understanding of the PPP model, enhance its operational risk awareness; 3) to strengthen the preliminary study of PPP projects, strengthen operational risk beforehand management; 4) build risk sharing collaborative cooperation mechanism, effective control of the operation process of risk; 5) strengthening operational risk evaluation, strengthen the operational risk of PPP project management afterwards.
