At the initial stage after the World War II, the Japanese economic system characterized in "long term trading relations"played an inportant role in resuscitating and developing Japanese economy. But, because of the changes of the inner and outer institutional circumstances, the Japanese economic system did not adjust to the changes, so it gradually hinderd the rapid economic development. Now our country is working for economic growth depending on institutional change. According to Japanese experiences, we should properly control the ways and methods of the institutional changes. At the same time, we should also pay attention to some basic and central questions: the relationship between the government and the market, the property right of enterprises,ect. Market institutional changes cannot develop sussessfully, and they need an open and just lawful circumtance, a good social moral atmosphere and a perfect social guarantee system. Our market economic construction need a good relationship between government and market. In perticular, the changes of government functions must be fit to the development of market economy. Government and market are two engines of economic and social development, so the relationship between them naturally becomes the basic question in the course of reform. How to deal with the problem has been the starting point of pondering and dealing with anything.
