Because the tremendous development of the extensive manufacturing industry and constant promotion of the international division after World War II, modern international trade theory begin to explain the production and development of international trade by endogenous comparative advantage, such as large-scale production and products life cycle... Today that the international competition is fierce day by day, to a great extent, the production and development of international trade depend on competing advantage, namely the international competitiveness of the country, industry, enterprise.According to current research situation, the research of the international competitiveness mainly relies on national competitiveness while the research about industry' s international competitiveness is still very weak and it mainly is regarded as a component of the national competitiveness. And in the research of industry's international competitiveness at present, rely mainly on the fact that the international competitiveness of industry especially manufacturing industry while the study about agriculture's international competitiveness is still at the starting stage, and appraise concentrates mainly on qualitative analysis. Not form unified understanding yet about its quantitative evaluation index and index system also need to be perfected. Therefore, studying theory and method of agriculture' s international competitiveness need to be developed urgently.After joining in the WTO, the market about farm products of our country will be opened progressively, Chinese agriculture will also move towards the international market in an all-round way. Therefore, if we want to make the agriculture of our country in the favorable position in the international competition, we must make scientific appraisal on its international competitiveness, and take corresponding countermeasure and measure.Shandong is the one of large agriculture province in our country, agriculture and rural economy occupy the important position in national economy. Especially export of agricultural products is very important in the foreign export trade of agricultural products in our country. After entering the WTO, the power of agriculture international competitivenesswill directly relates the whole province' s stability and development of national economy. Therefore, if regarding Shandong as the typical area to study and appraise objectively its international competitiveness, and explore its development way, we will get the important realistic meaning and practice value.This article tries to determine the agriculture' s international competitiveness of Shandong on the basis of industry competitiveness analysis frame of Jin bei and * diamond system * of Michael Potter. And it carries on quantitative and qualitative analysis with the method that combines together theory analysis and real example analysis. Firstly, this text explains current research situation of agriculture's international competitiveness and relevant theory about international competitiveness and works out concrete meaning of agriculture's international competitiveness according to forefathers' research. Secondly, it describes general analytical method of industry's international competitiveness and general analytical frame in our research. Thirdly, by these tools and methods, adopting the principal component analysis, we determine agriculture' s international competitiveness of Shandong, Hebei , Fujian , Guangdong , Zhejiang , Jiangsu and South Korea. Then, we measure concrete conditions of agriculture' s international competitiveness of Shandong by comparison and find out the real reason that causes the quantitative analysis result through carrying on qualitative analysis. Finally, according to the agriculture' s current situation of Shandong, we put forward the improved countermeasure. Including adjusting government's agricultural policy, strengthening government' s supporting dynamics to agriculture; Adjusting and optimizing the agricultural structure; Sound with developing the system of industrialization and quality safety about agricultural products; Implementing pluralistic export strategy of agricultural products; Absorbing the foreign capitals actively; Strengthening international marketing dynamics, establishing own brand, etc.. There are two innovations of this research: at first, defining agriculture' s international competitiveness firstly on the basis of forefathers' study. At the same time, designing index evaluation system of appraising agriculture's international competitiveness with the export data, but this system is a relative system, and it can only determine contrastively the competitiveness between the targets. Secondly, it' s the first time at home to carry on the more overall analysis and appraisal to agricultural competitiveness of Shandong.
