Urban Infrastructure In The Financing Of Enterprises And Reform

As further development of market economy, urban infrastructure has been required higher standard. Capital is the key factors among the factors that constrained urban infrastructure. In order to develop urban infrastructure, we must solve the bottleneck problem. So, we should explore multi-financing way to set up and perfect a financial system combined with government investment and market compensation. At the same time, urban infrastructure enterprises as the principal part of financing in order to realize innovating financing system face with reforming problem. Reform of urban infrastructure enterprises in our country lags behind the process of reform of the state-owned enterprises. As state-owned enterprises and government apparatus have done further reform, reform of urban infrastructure enterprises needs done urgently.This thesis stated with systematical theory to introduce quality, characteristics and category of urban infrastructure products and service. On the base of public goods theory, the paper analyzes present situation and the changing trend of financing way of urban infrastructure in Tianjin, and also introduces some financing ways, such as government investment and financing, BOT, PPP and ABS and puts forward financing countermeasures which are suitable to urban infrastructure enterprises. Then, a systematical study of the reform of the special urban infrastructure enterprises is made. From the viewpoint of reform of natural monopoly industries, some proposals are brought up to the urban infrastructure enterprise's reform. Finally, taking Tianjin infrastructure investment group as an example, this article points out that building a financing platform which replaces government to provide urban infrastructure and raise funds. And it is the most important way to separate government from enterprise in the economical and political reform and attract society funds to participate urban infrastructure construction.
