Research On The Reform Of Infrastructure Investment And Financing System In China

Chairman Xi pointed out: "the people's yearning for a better life is our goal." For the development of a city,the key factor that affects people's happiness is the improvement of the infrastructure.There is an inseparable relationship between urban development and the improvement of infrastructure.The more perfect the infrastructure of the city is,the faster the development of the city.Conversely,the lack of infrastructure will not only affect the development of the real economy,but also affect the quality of life.The Chinese government determined to improve the service level of urban infrastructure construction and drew out the preparation of the national comprehensive municipal infrastructure construction plan "National City municipal infrastructure construction plan" in 2017 for the first time to change the previous practice of planning separately according to the profession,which focused on the solving the problem of infrastructure in the city.Therefore,it is particularly prominent to solve the problem of capital demand for infrastructure construction,infrastructure management and infrastructure maintenance.Under this background,this paper will discuss the reform direction of investment and financing system of infrastructure.In this paper,the infrastructure investment and financing system was divided into three specific parts: investment subject,financing channel and investment and financing management.Firstly,the research status of infrastructure investment and financing system at home and abroad was understood through the way of searching the literature.Secondly,the current situation of the current infrastructure investment and financing system in China was analyzed from two aspects,including the causes and problems.Thirdly,By comparing and analyzing the current investment and financing system of infrastructure development in representative developed countries,we sum up the inspiration from the investment and financing system of infrastructure construction in Germany,Japan and the United States.Fourthly,listing two classic cases of building infrastructure in PPP mode,analyzed the investment and financing system of infrastructure construction,and explored the experience and problems in the process of innovation.Finally,The conclusions of diversification of investment subjects,opening of financing channels and improvement of investment and financing management were obtained respectively,and suggestions for reform direction of these three parts were made respectively.In the aspect of the diversification of the investment subject,emphasis was placed on the problems that should be paid attention to and the importance of introducing the exit mechanism.In terms of the opening up of financing channels,we emphasized the three directions of expanding financing channels based on the existing financing channels.In the aspects of investment and financing management,suggestions were made from four aspects: laws and regulations,policy guidance,expert quality and service level.
