The risk evaluation is an important content of a project's feasibility research of technological innovation, and it is the important foundation of the decision-making of technological innovation. Whether the risk evaluation is accurate or not is closely associated with the "future destiny", which decides whether the technological innovation project can be implemented.In practice, most enterprises usually employ ordinary theories and methods when they make risk evaluation in technological innovation. And this will fail to meet the need of enterprise's technological innovation development. Because of lacking systematic scientific theories, the understanding of some concepts and contents is obscure, diffusive and incorrect. Nowadays, the hysteresis of the risk evaluation theory has seriously restricted the enterprises' development of technological innovation. Therefore it seems considerately important to set up the system and methods of risk evaluation of technological innovation which could fit our country's reality.In so far, scholars both in home and abroad have tried a lot of means to set up models in such researches as risk evaluation methods and models. Though numerable models have been put forward, the research on artificial nerve network is still in infancy. Till now, with such disadvantages of the network's slow astringency speed and easy slipping into particle, the application of Back - propagation network is greatly limited. Therefore an artificial nervenetwork with better effect of imminence should be designed so that it can be used in the field of technological innovation and achieve good results. Based on RBF-network, this paper put forward a model for technological innovation, which is proved to be innovative and efficient.
