| As an important strength promoting the development of High-Tech industry, Venture investment has got strong support and witnessed fast development in China. Yet there are many restrictive factors in the overall environment, including economic environment, legal environment and market environment. Meanwhile, there are also problems in Operation Mode , Corporate Governance Structure and Incentive Mechanism inside the company. These restrictive factors and internal problems bring puzzles to the development of the venture capital industry.This paper, from the angle of Industrial Chain, applies Value Chain method to the analysis of venture capital industry and the analysis of the operation inside the venture capital companies. Through discussing the external strategic environment as well as the internal advantages and weaknesses, it brings forward the overall development strategy of Hunan High-Tech Venture Capital Co. Ltd and works out the implementing schemes to carry out the strategy. This is of great significance for promoting the development of Hunan High-Tech Venture Capital Co. Ltd.In the meantime, based on the long time practical experience in this field, the paper also brings forward some ideas and advises on the problems that exist in the venture capital industry.
