| After an experience of nearly 20 years of development process, the venture capitals in our country are still in an infant stage and many problems exist. For example: Lack the funds sources, Policy support shortage. To find the ways that have the Chinese special features becomes the chief assignment, many companies is creating new method for development. Shijiazhuang Technology Venture Capital Company Limited (STVC) established in September of 2002, it only invest one item by now. The funds scale is small, the talented person and high-quality item lack. etc. These problems make it develop difficultly. To look for a development mode according to its native characteristics becomes the most important task. The development of STVC was studied in this paper, and its development strategy that will resolve the problem in the development and make better use of the development opportunity was confirmed too.This paper is consisted of seven chapters. The first chapter carries on the theories overview and introduced the experience of venture capital on the world, provided the further support for the strategic establishment from practice, summarized the STVC's formation and developments ,analyze the major problems in development and the function of strategic analyses, put forward the background, problem to solve , meaning of the investigation.In the second chapter, the theories about venture capital development and strategic study were introduced, the role of government supporting, the resources integration ( particularly combine with business incubator) and administrant system innovation is emphasized, put forward the method and theories of professional development, integrate exterior resources , the stage development. All of these are the core theories of the strategic establishment according to.In the 3-6 chapter, through analysis of the macroscopic and microcosmic environment conditions of the STVC, the Opportunities and the Threats were found out. By combining its Strengths and Weaknesses, and by using the SWOT method, following six development strategies and related measure were put forward according to the above theories:1. Professional Development Strategy. Choose the medicine profession as the investment realm, and carry on subdivisions to the investment stage of the item, to make use of limited resources with a higher efficiency through professional development strategy.2. Effective use of the government resources strategy. Research the related policy of venture capital in other regions and current policies in china, choose the policy that can surely make use of or by fighting for it, venture capitals should fight for the policy support and create a feat exterior environment for itself and business start-ups.3. Venture capital and business incubator combination strategy. STVC should hold the chance of building the science and technology service center, putforward the science and technology service center construction project, and suggest related development strategy that the science and technology service center should adopt to.4. Exterior resources integration strategy. Strengthen the relationship among the service agencies, social public-spirited organizations, government, investment organizations, other venture capitals, and the medicine business service organizations, integrate these resources gradually, and raise the service ability of venture capital and business incubator.5. Administrant system innovation strategy. Learn from the mechanism of the limited partner, combine its own characteristics, and confirm a suitable mechanism for its own development. Introduce exterior manage teams into the company, and raise the professional management level. Combine its own conditions, put forward three steps of the administrant system innovation.6. Talent development strategy.
