The corruption is a worldwide problem, so the anti-corruption becomes an important issue that every country in the world has to encounter. Having a overall view of the research achievements against corruption made at home and abroad, we find that many scholars study it from different aspects. It would be helpful for us to understand the corruption better. This paper studies corruption through economic analyses. With the rational assumption, it makes that much more rigid, and draws a scientific conclusion, which lays a solid foundation for tackling with corruption.Based on the economic essence of corruption, this paper clarifies and defines strictly and clearly terms rent-seeking and corruption in an academic way. Then from the point of its objective basis and subjective factors, it applies the basic approach of cost benefit analysis in economics to discuss the root of corruption, which is commonly meaningful.Since 1980's, corruption has been being one of the hottest problems in China, which has been bothering its economic and political reform and social development seriously. Neutrally describing corruption happening in China at present, this paper examines the impacts in a dynamic way and believes that corruption is more negative to the improvement of economic efficiency. What's more, in line with the specific condition in China, it probes into the cost benefit of corruption and anti-corruption, that is, micro and macro. On the other hand, there are some valid countermeasures against corruption taken by many foreign countries and regions in this paper, such as Singapore, Hong Kong, Korea and so on.At last, studying anti-corruption practice at abroad, this paperpresents a set of anti-corruption conception in keeping with practical experience in China, which has a strongly realistic meaning. That is, we arrive at the conclusion that only by taking all measures to raise the cost of corruption, inclusive of psychology cost, opportunity cost, punishment cost, reduce the cost of anti-corruption and the possibilities of occurrence of moral risk and reverse choice, eliminate the opportunities for corruption and enhance the efficiency of anti-corruption, furthermore tackling the problem in a comprehensive way, can the corruption be thoroughly and effectively hindered from the foundation stage.
