Being an important part of land management system in China, the reform of land expropriation has been a focus in our society. Learning from the successful experiences of Western developed countries and the 50 years experiences in our country, we can design the reform measures, which are of great realistic significance. After examining the dynamic development of Japanese land expropriation, the article proposes that we should get reference from the related laws and polices that have been adopted in different periods in Japan.On the basis of explaining the historic background of land expropriation measures in our country, it introduces the aim, significance and the research methods of this article.After analyzing the concept of land expropriation, the article summarizes the main characters, principles of land expropriation and then briefly introduces the related theories abroad.On the dynamic development of Japanese land expropriation, it analyses the related laws, the changes of Japanese land proprietary and the development of land expropriation in Japan after the Second World War. The author analyses the economic background and problems during the "Economic Miracles" in Japan.Comparing land expropriation between China and Japan, the article analyses the reason and problems existed in land expropriation in China, and puts forward several references to land expropriation in our country, hoping to provide some constructive measures in protecting related benefit parts and for the smooth development of land expropriation in China.
