Chinese Dredging Enterprises To Cope With Wto Challenges And Opportunities Countermeasures

The protection period of three years for the dredging industry of China from the time when China joined the WTO is approaching very soon, and the Chinese dredging enterprises will then face directly the internationalized market competition. As the internal and external environments for the dredging enterprises' management have changed tremendously and the market competition will reach a boiling point, the topic that how China's dredging enterprises would adapt to the new competition circumstances and seek the way for survival and development has therefore become an important one which urgently awaits to study.In this paper the author will, from the management philosophy of the modern dredging enterprises, analyze the changing tendency and the influence of the management environments that Chinese dredging enterprises have to face after China's entry into WTO, elaborate the status quo and the existing key issues of Chinese dredging enterprises, study in-depth the present situation and the main characteristics of some famous dredging companies in the world as well as the development tendency of equipment technologies in the international dredging industry, and propose in macroscopic way the basic strategy for Chinese dredging enterprises to deal with the internationalized competition. Also, the author will analyze with typical cases and in combination with his own practical work experience the long-term developmental strategy of Tianjin Waterway Bureau under new situation.The paper highlights the research of the opportunity and the challenge that Chinese dredging enterprises will face after China's entry into WTO, the analysis of the comparative advantages and disadvantages between the domestic dredging enterprises and international ones, the proposals of transformation of enterprise's government structure according to the international standard and of the establishment of the effective internal government mechanism and the multi-projectsmanagement mechanism in order to enhance the dredging project management level. The emphasis is also given to increase the technology investment and promote the enterprise competitive ability based upon the advance in science and technology; five basic strategies are also put forward, i.e. improvement of human resources management, the maintenance of competitive capability, the expansion of work scale, the united development and the enhancement of ability against risk, by virtue of which, an active role of guidance would be played for Chinese dredging enterprises to confront the intense internationalized competition.
