China's Power Industry Regulatory System And Recycling

The electric power industry is an important fundamental industry and public sector of national economy. The electric power industry, with sustainable development and safe reliable and high-efficient operation, concerns the long-term sustainable and healthy development of national economy; concerns all-round progress of the society and vital interests of the public. Besides, the electric power industry is a special industry, and some of its important sectors are in natural monopoly because of the characteristic of the network, which determines the government must supervise the electric power industry on price, entry, service and etc.Because of the gradualness of the electric power reform and the limit of the inertia of original plan economy system, the new-type electric power supervisory system that meets the requirement of the market economy at present has not been set up yet in our country. The disfigurements of the traditional electric power supervisory system are concentrically embodied in the imperfect law and regulation system; shortcomings on the off side, or vacant, or misplaced function of the electric power and the unadvanced way of supervision badly restrict the rapid development of electric power industry, which causes production and management of the electric power enterprise be in low efficiency and the loss of consumers'welfare.; which also constitutes the internal reason of the present supervisory system reform of the electric power industry of our country.Of the present academic researches, more are government supervision and efficiency researches. But there exists two fundamental disfigurements: one is that the on-going development of the government supervisory theory is lack of abundant practical support from the domestic infrastructure industry. The other is that the electric power industry supervision in the process of reform,though having certain dissertation ,is quite weak. Only a few thesis discuss electric power industry supervision from the contents and requirement of structure economics. Some thesis are complete in materials and with strong points, but is obviously lack of theories ; Some are fragmentary in dissertation , without setting up a complete supervisory system ; Some are lack of consideration on the special reform background of Chinese electric power industry under transition economy condition. Therefore researches, on rebuilding China's electric power industry supervisory system under Chinese transition economy condition, have important theoretical and practical meanings.This paper thinks the past Chinese electricity power was not unsupervised, and there is a quite strict supervision. But this"strictness"mainly reflects in micro-management, and it is the external expression of the administrative monopoly. It has hindered the market competition and the improvement of the whole market efficiency. In order to promote effective competition, we must loosen supervision. Meanwhile, in order to form the fair and effective market competition pattern, and at the same time to avoid the invalid supervision appearing as much as possible, the government needs to strengthen the construction of the supervisory system, to take use of the methods of supervision to loosen supervision.
