Thermal power generating industry in China is t duction on the ecological environment also caused serious pollution, the power plant emissions have become China’s most major industrial pollution. As the electric power market reform and the transformation of government functions of deepening, strengthen the power plant pollution regulatory already is an inevitable trend, but also realize the thermal power production is the important measure of energy saving and emission reduction. Since the reform and open policy, our country gradually improve the power plant pollution supervision, from regulatory basis, main body and the way of supervision and regulation perspectives, the power plant pollution of the supervision system set up. But because of the flaws of the system and some problems still exist, including laws and regulations and emission standard is not quite scientific, regulators are not perfect cooperation mechanism between the way of supervision, use are not reasonable enough. At the same time, the developed country emission supervision started more early, development are more mature, accumulated by many excellent experience has an important significance. So, with China’s coal-fired power plant pollution of supervision of present situation and problems, and referring to the experiences of developed countries revelation, perfect our emission supervision thermal power plants that need to further perfect regulation laws and standards, from institutions supervision mechanism on the effectiveness of the security supervision, realize the comprehensive and effective regulatory way to promote the realization of energy conservation and emission reduction in thermal power plants in China.
