With the further promotion in our country of WTO, the market of our country is pouring into constantly foreign large-scale enterprise and products, the tobacco trade can't escape by luck outside the globalization competition pattern either; World Health Organization (WHO) through " tobacco control frame convention" 2003, raise new rounds of momentum high against the cigarette tide in the whole world, make the tobacco living environment receive more harsh restriction. And our country must adhere to the monopoly system of national tobacco, demand to introduce the market mechanism and competition mechanism again at the same time. The above-mentioned situations have brought the new subject to enterprise of tobacco of our country, namely how to participate in the competitions of the domestic and international markets more effectively.Under the leadership of planning of " eleven five " in the country, at the request of general bureau of national tobacco, the regional tobacco company summarizes long-term market experience conscientiously, make the practical development strategy according to one's own condition.
