In the eighties of the 20th century, the Latin American countries fell into the serious debt crisis and economic crisis. The import substitution industrialized development model which has implemented half a century was hard to carry on. Various countries were under the multiple pressures, such as domestic debt crisis, serious inflation, western developed country and International Finance Organization. They have begun the transition of the economic development model. Under the influence of the western countries and International Finance Organization, new liberalism becomes the theoretical directions of Latin American countries' economic reform and social work. The main content of its reform includes: liberalization of trade, relax restriction on foreign capitals, privatize, exchange rate financial reform, strengthen market lead role in Latin American economic development, etc. Among more than 20 years Latin American nations economy reform process, some achievements have been reached, and a lot of problems have been found as well. The reform achievement in each stages of various countries is different. Whether but in following all respects, the countries in the process of reform offer the experience and lessons to our country as developing countries too. Deal with the relation between social development and economic development correctly. Must create good steady political condition for economic development. Opening to the outside world needs corresponding macro economic policy to do the guarantee. Correct to deal with relation between industrialization and agriculture developing. Deal with relation between the government interference and the market economy mechanism correctly. The financial domain opening to the outside world needs to pay attention to the maintenance state economy security. The privatization is not the state-owned enterprise reform "the panacea". While implementing liberalization of trade, should diligently expand exportation and correctly deal with the relation between protecting and opening.
