Under the trend that people paid more and more attention on smoking and health, the development of tobacco industry has caught people's eyes for its particularity. As the only one comprehensive tobacco science research and development organization subordinated to STMA directly, Zhengzhou Tobacco Research Institute (ZTRI) is the industry authority organization, which is responsible for the science research, development, standardization, tobacco supervision and test etc. With the deepening innovation of the tobacco industry system, the recombining of the tobacco corporations and the adjusting of the administration system, ZTRI must establish the medium-term and long-term development strategy to expand the competitive advantage on being tobacco technology leadership.The strategic positioning of ZTRI in tobacco science and technology area was targeted in this paper. The external and internal developing environment for the core competence of ZTRI was analyzed, the strategic objectives were put forward and the strategies were subdivided. According to the relative literature, the resource-based theory and the core competence of corporation theory were used as the main theories for the strategic analysis in this paper. The opportunity and threat analysis of tobacco industry and the tobacco science and technology area was based on the discussion of the external and internal environment, market development trend and competition of tobacco industry. The SWOT analysis of ZTRI was carried out on the basis of the resource-based theory and the core competence of corporation theory. Combined with the particularity of the tobacco industry, the administrative strategic positioning and subdivided strategic objectives of ZTRI for getting and keeping the continuable competitive advantage were put forwarded. According to the core competence of corporation theory, the continuable competitive advantage could be got by the core competence and its application in the products and services.
