They include separating the power plants from the power network enterprise, biding the power price in the network, smashing up the monopoly and introducing the competition. The general goals of this power system reform are smashing up the monopoly, introducing the competition, increasing efficiency, reducing the production cost, amplifying the price of power system and optimizing the allocation of resources. It will promote the development of electric power, make the country's network and construct the power market system of separating the state enterprise from the administration, clean competition, order open and health development.According to this plan, our power system will separate the power plants from the power network to reconstruct the enterprise of making electricity and power grid, bid the power price in the network and establish operating rules of power market and supervising system of government to set up the competitive and open regional power market and new system of power price. Also, we will start the pilot work of supplying power to major clients directly from power stations to change the pattern that the power enterprises bought power exclusively.It will foresee in the future three or five years that our power industry will transform from a traditional and all-in-one monopolistic enterprise to a mixture including competition and supervision in this transient stage.
