The Operation Of The Sme Credit Guarantee System Performance Analysis

In recent years, the difficulty of SME'S(small-middle sized enterprise) financing has drawn people's great attention. In order to solve these problems, the government at different levels has taken several measures. The emergence and development of the credit guarantee institution undoubtedly provides a new angle of view for solving the problem.Based on the forming system and operational characters, we analyzed the operational system from the aspects of the information mechanism and institutional economics. And on the basis of research on credit guarantee practice in other countries and study on the operational effectiveness of the credit guarantee institution in China, we put forward the policy suggestion of the development of China's credit guarantee institution nowadays. The paper is composed of five parts.Part 1: The SME'S credit guarantee and the theory analysis on the operational performance.This part analyzes the forming underground and theory definition.Then we analyze the forming mechanism and the existence necessity of the credit guarantee from the aspects of information mechanism and institutional economics.By referring to the domestic and foreign research, we want to construct the rationale of the credit guarantee in China.Part 2: The comparative analysis of foreign credit guarantee. This part mainly introduces the operational condition in Europe , America, Japan and some countries in Latin America. In the meantime,we want to explore the useful experience for the benefit of our credit guarantee system.Part 3: The practice and existing problem of the SME'S credit guarantee system in China.This part mainly discusses the development process and main organizational form of China's credit guarantee institution.On the basis of the survey on the current development in domestic credit guarantee market,we want to analyze the main obstacles of the development in China's credit guarantee marketPart 4: The analysis on the operational performance of the domestic credit guarantee system.
