The 16th National People's Congress highlights our splendid and ideal aim in the next five years, which is to build up a creative, sustainable and harmonious well-off society.How to realize this great social aim: It requires we firmly hold scientific developing view, respect human rights and especially seek a balance development between humans and nature as well as make an efficient use of resources. Just as the 16th National People's Congress focuses"We have to take a way of emphasizing sustainable development, protecting environment, making a full use of resources and keeping a better balance between humans and nature."China is a large developing country. As for as natural resources are considered, China is very poor in resources on average, though it has a large amount of resources in all. Particularly in recent years, China's rapid economic growth mainly depends on the enlargement of factors of production at the cost of high investment, over consumption and strong pollution, which has directly resulted in the shortage of resources in our country and bad destruction of the balance between humans and nature. It's hard for us to survive in such a badly-harmed environment. PZH is one of the typical resource-based cities whose development heavily and directly depends on their natural resources. How to make such cities as PZH keep a rapid healthy and sustainable development and how to make a full use of the characteristic resources in PZH and find out a better strategy to develop recycling economy is what the author has been focusing on.The following five points are what the author focuses on.Part I This article has given a theoretical explanation on how to comprehensively develop the resource-based cities as PZH and the relationship between the full use of resources and sustainable development.
