With the development and application of Internet and modern network technologies, the electronic banking thrived and expanded rapidly in the developed and developing countries. In the United States, Japan and European countries, the electronic banking has become the most important financial institutions, playing an irreplaceable role in people's everyday life.The officially opened of the Security First Network Bank(SFNB) on the Internet At October 18th 1995, stands for the birth of the first electronic banking. It is an unprecedented impact on the 300 years traditional financial industry. The effect of the electronic banking to traditional commercial bank can not be ignored. It is not only for existing banks creating a new sales channel to sell their products and services, nor is the existing banking simply transplant to the Internet, more importantly, it changed the business model and business ideas of the traditional commercial bank. It has created a new form of financial organizations, It is the representation of the information revolution which is leading to the social system changes in the financial field.The emergence and the development of the electronic banking cause a series of problems which was researched by a great number of scholars. Now, the research is focused on the following three aspects: First, the influence of the emergence of electronic money to money supply and monetary multiplier; Second, the security and regulatory problems faced by the electronic banking; Third, the introduction of the products and service provided by electronic banking.
