1,Research BackgroundNo matter in the developed countries or developing nations, small and middle-sized enterprises (SMEs) are very important to the national economy. Because SMEs play an important role in promoting economy, enhancing the efficiency of resources disposition, increasing the employment and providing individuality service and so on.For the SMEs importance, many countries have established laws and regulations which are useful for SMEs'development. Our country is no exception, so SMEs develop rapidly. But there are still some difficulties, such as fund insufficiency, poor management level and unfair policy environment. The financing restraint has become the important factor which restricts the development of SMEs. How to solve it? We should pay more attention to it.To help SMEs obtain more funds, many countries have established the policy backing systems. The representative systems include US'S market leadership pattern and Japan's government leadership pattern. In US, market economy is developed, so the government funds SMEs by removing the unfair competition barriers. Japanese government support SMEs by establishing a policy finance system.As for China, there are some special reasons.
