With the 1999 U.S. officially signed in force, the United States abandoned Separate operation model. U.S. financial operation model have a profound impact on the international finance, particularly with financial transactions technology, information processing and transmission means improved, a growing number of countries have abandoned the original Separate operation regulatory policies, a growing number of financial institutions keen to adopt many means to penetrate other business areas. Along with the international economic integration process deepened ,it can be expected that Mixed-industry will be the basic model of financial business development in all the countries, china is not the exception, and the phenomenon of Mixed-industry have appeared. For example, In October , 1999, the China Securities Regulatory Commission and China Insurance Regulatory Commission had agreed with the insurance fund entering into the stock market. In February , 2000, the People's Bank of China and the China Securities Regulatory Commission have jointly issued Management Measures that allow qualified securities companies to lend money from commercial banks, Using stocks and securities investment fund owned by themselves as collateral. In addition, the financial holding group, eg: CITIC, China Everbright, and so on, have practiced mixed-industry actually indirectly. A series of the emergence of mixed-industry phenomenon is challenging China's financial supervision.In December 11, 2006, China will fully liberalize the financial field to international community. China's financial industry will face more severe challenges.
