Rapid economic development has turned China into a big resources consumption country. China has become the largest natural rubber consumer in the world since 2002. Limited by cultivation conditions, natural rubber plantations are mainly located in Hai Nan Province, Yunnan Province and Guang Dong Province. Therefore, natural rubber consumption greatly exceeds supply. Since China launched its economic reform, China's natural rubber producers have been faced with strong competition, especially in late 90's. Developed under the framework of planned economy, natural rubber producers maintained inefficient management while they had to run with dragging economic burdens. These put rubber producers into a serious situation, even at the edge of bankruptcy, when rubber market slumped, causing government intervention in natural rubber market. With the development of economic reforms and market mechanism, and the entry of WTO, fewer interventions will be expected. Chinese enterprises have to prepare themselves with new management and production expertise for future development in a competitive market. Under such circumstances, Yunnan State Farms, the second largest natural rubber producer in China, introduced series of reforms, putting forward the policy of"Company Plus Farmer".1. Methodology and AimWith many years'working experience with Yunann State Farms, the author knows these reform policies are formulated on years'management experiences and achievements of other enterprises, but going short of theoretical and quantitative supports.
