Study On Safety Production Decision-making Behavior Of Agricultural Producers From The Perspective Of Cost-Benefit

The production decision-making behavior of agricultural producers is influenced by cost-benefit mechanism under the dual pressure of continuous increased production factor input and long-term low net profit of agricultural products.China is a big traditional agricultural country,and the sustainable development of agriculture is closely related to the stable development of the whole national economy.Agricultural producer as a micro-unit of agricultural production in China,its production decision-making behavior directly determines the future direction of China's agricultural safety production.However,in recent years due to improper agricultural production decision-making behavior,agricultural product safety risk events emerge one after another.Thus,agricultural safety issues once again become the focus attention of all social circles.Therefore,exploring the status quo of production decision-making behavior of agricultural producers,determining whether there is a deviation in agricultural production decision-making behavior,excavating the key factors affecting agricultural production decision-making behavior,analyzing the effective path of optimizing agricultural production decision-making behavior and designing the policy combination of optimization of agricultural producers' decision making are of great theoretical and practical significance to optimize the quality of agricultural products supply,promote the process of agricultural safety production and agricultural modernization under the background of structural reform of agricultural supply side.In this paper,the agricultural production of pesticide application decision-making behavior as an example,on the basis of research dynamics of comprehensive combing the cost-benefit of agricultural production decision-making,pesticide marginal productivity and agricultural producers of pesticide application decision-making behavior,fully defined Agricultural producers,agricultural production decision-making behavior and pesticide marginal productivity concepts,what's more,based on the theory of agricultural producers and agricultural producers of economic decision-making theory,this paper systematically examines the present situation and characteristics of agricultural producers' decision-making behavior of pesticide application based on empirical data collecting from 861 rice farmers in Jiangsu province and Anhui province in China.We apply the C-D production function and damage control model to estimate the marginal productivity of pesticides.On the basis of the results and we further determine whether there is a deviation in the decision-making behavior of agricultural producers and explain key factors inducing decision-making behavior by ML-binary Logit regression.The results based on C-D production function and damage control model suggest that the marginal productivity of pesticides is close to zero for the average agricultural producers,indicating an excessive use of pesticides in surveyed areas.We also find out that females,farmers who are more environmental concerned when purchasing pesticides,who hold the views that frequent and massive use of pesticide generating pesticide residue,and who believe that massive use of pesticides against the surrounding environment have a higher positive correlation with pesticide overuse.On the other hand,farmers who are more experienced in farming have a lower chance of overusing pesticides.The possible explanations for pesticidesoveruse are that agricultural producers are not sensitive to the cost of pesticides and following the instructions and recommended dose on the label may bring about pesticide overuse.Meanwhile,the government must change the functional orientation in the decision-making of production decision-making by analyzing the effective path of optimizing the production decision-making behavior of agricultural producers.Based on above results,the policy recommendations are as follows:(1)Enriching the agricultural production subsidy policy,effectively guarantee the income level of agricultural producers;(2)Implementing effective professional knowledge training,improving awareness level of agricultural producers;(3)Strengthening the supervision of agricultural means of production,creating a good market environment;(4)Designing a clear system of institutions,regulating agricultural production decision-making behavior from the system level;(5)Seeking a way of coupling governance,building a co-governance pattern of agricultural producers' safe production.
