The small and medium-sized enterprise is the base of the social stability foundation strength that promote the national economy development, promotion of employment to reduce the employment pressure, raises and improves the lives level of the people and maintenance society's stability. Not only the quantity is huge, moreover also has the significant role and the extraordinary significance regarding social and the national contribution, it is playing the pivotal function in the national economy.SMEs now have to face three problems:one is HR management,the third is family management what do not adapt to the development,and the third is hard to financing. Talent and capital are bottleneck restricting the development of SMEs, Competition between enterprise finally is competition between persons. As the most important element of enterprise competition and the survival and development of enterprises ,person is of great significance Who decided enterprise development.SMEs do not attach importance to this work in human resources management but it also is placed great hope and responsibility.
