With the development of educational undertakings the past logistical sections attached to their respective colleges are gradually becoming the bottleneck of college development. In 2000 the State Council issued a document of On Accelerating the Reform of Logistical Socialization in Colleges and Universities, which is the prologue to the reform of logistical socialization. In the past five years there have been several models explored and concluded in the reform of logistical socialization, such as the model of Party A and Party B, the model of Party B as the subject and so forth. By analyzing these models we can conclude the following characteristics of the present logistical sections: 1. The logistical sections have double attribute, that is, to serve the college teaching and earn profits according to the market law. 2. The college logistical sections build the preliminary relationship with the colleges that combine responsibilities, powers and interests, but they are independent in the assets, having no property right of a legal person. 3. The college logistical sections follow the management models prior to the reform, particularly in the aspect of personnel management. Given the above characteristics, we call this period of college logistical sections a period of transition. Through the analysis we find that the primary problem in the period of transition is that the concept and method of personnel management are lagging behind, which leads to the inefficiency and lack of market competition.The college logistical sections in the period of transition are neither NGO nor NPO. Therefore while introducing the modern personnel management, we should neither apply mechanically the personnel management model of public sectors nor copy the model of modern enterprises. We should build up contingency idea, base ourselves on the organization development strategy and apply strategic personnel management theory and method to solve the problems in practice.At present the logistical center of Shandong Institute of Political Science and Law is typical of the transitional period.
