Two works of Mr.Wu Si, and quickly became popular in recent years. And with the popularity of the two books, "sub-regulation", the word Mr. Wu Si invented was noticed by people, making people in serious fields interested and begin thinking about it. We can know how nearly people pay attention to "sub-regulation" from the frequency we use it. The theory of Wu Si boarded our visual field, many experts began to do some deep research on it. And this paper tries to do some research from the aspect of country, analyzes "sub-regulation" through three cases, attempting to disclose the reasons why " sub-regulations" come into being.The whole paper is composed of four parts. In the first chapter the writer explains what the "sub-regulation" is, and summarizes the conclusions of the former experts, at the end of the chapter, the writer indicates the researching aims and methods, that is to ascertain the sub-regulation in country through the way of analyzing cases. In the second chapter, the paper gives three cases, and analyzes them with social exchanging theory and social capital theory, trying to find out the reason why sub-regulations come into being and exist. And in chapter three the paper goes on to analyze the reason from the aspect of traditional culture, political policy, and consanguinity and so on. In the end, the paper reaches a terse conclusion, that is culture is the most important factor that causes sub-regulation, under the background Chinese culture the sub-regulation can not be uprooted, as to sub-regulations, we can only deal with them by changing the outside environment to shrink their function space. At the end of the paper, the writer gives several suggestion on how to deal with sub-regulation, such as reforming policies, consummating law system, strengthening civilization construction, to restrain the developing of sub-regulations to the utmost extent.
