Engineering investigation design and consulting industry is a service industry of high intellectual and intelligent contents. It covers a wide range of surveys and project activities including the decision-making and implementation planning, site selection, feasibility studies, bidding and financing advice, cost consulting, engineering survey, design, project management, project supervision and production consulting and investment in fixed assets for the whole process of providing technical and management services. It is vital to the effective implementation of the national economic and social development, related to the level,quality and efficiency of the decision-making and implementation of projects. Engineering investigation design and consulting industry is a technology-intensive industry in the world. It has a long history of development, which is called the engineering consulting industry. Our engineering investigation design and consulting industry has developed on the basis of the investigation design industry which is in a planned economic system. Although our engineering investigation design and consulting industry got a late start, it has developed rapidly and the potential is huge. With China's entry into the WTO, foreign-renowned engineering consulting firms will gradually enter China, creating an enormous pressure on domestic enterprises which are transiting from a planned economy to a market economy. Zhejiang Jiangong Building Design Institute CO., LTD. is in the crucial period in the face of internal and external competition. It not only has to face the disorderly competition in the domestic competitive environment, but also has to deal with a strong competitive advantage of foreign enterprises in human resources, capital, technology and management. Therefore, the thesis tries to examine the new competitive environment for the Zhejiang Jiangong Building Design Institute CO., LTD, and adopts the correct strategic decisions to establish and maintain its competitive advantage.Through the external environment and internal analyses of Zhejiang Jiangong Building Design Institute CO., LTD., this thesis matches these two analyses, chooses its appropriate strategy, and proposes the specific measures of the strategy implement and control.In this thesis, the primary theories and methods used include Professor Porter's theory of industrial structure analysis, the value chain theory, and SWOT analysis, etc.Through the systematic analysis based on the above-mentioned methods, the author points out that it is not appropriate for Zhejiang Jiangong Building Design Institute CO., LTD. to choose the low cost leadership strategy and the differentiation strategy in the industry, instead, it should use the focused differentiation strategy. This is the only way to enable the company to give full play to internal resources and strengths and overcome weaknesses, and to seize the external opportunities and reduce threats. Specifically, the author suggests product differentiation, advanced technologies, quality services, and the "going out" strategy for the Zhejiang Jiangong Building Design Institute CO.,LTD.
