The purpose of this paper is to establish tobacco industry information technology strategy planning methods by studing strategic planning methods and information systems in the tobacco industry and the application of information technology planning . In the foundation of the status of tobacco information existing situation and needs analysis, the paper uses case study for the design of information systems of tobacco industry. Finally, the paper analyses information technology risk and puts forward with risk avoiding measurements and evaluation for tobacco information systems.The major completed tasks of the paper are as follows:Firstly, the paper provides an overview of the status, characteristics and existing problems of tobacco information.Secondly, the paper analyses common problems of information-based planning, puts forward with a five balanced problems and steps to the information planning.Thirdly, in the foundation of tobacco information existing situation analysis, the paper analyses tobacco industry information needs from the perspective of information bottleneck, functional requirements, performance requirements, information requirements, security needs and different levels of constrains conditions of the tobacco industry needs, and plans the tobacco industry information systems, establishes tobacco industry information systems structure, functional models and operational models.Finally, the papers analyses information risk and provides different corresponding preventive measures from the perspective of the technical, management, implementation and operation of the tobacco industry and other levels of the information risk analysis and risk level given to different corresponding preventive measures.
