"Balanced Scorecard"has been considered as the most powerful management tool in the world. In 1992, Robert Kaplan and David Norton published their pioneering article entitled "The Balanced Scorecard - Measures that Drive Performance" which immediately caused an enormous shock on the realm of management study in US. Professional managers finally obtained the measurement tool they had been dreamed of for performance management. Harvard Business Review evaluated this paper as the most influential article of management theory. Today, 50% of the Top 500 from"The Fortune"applies Balanced Scorecard into business actions. As the first among the four biggest global express couriers, DHL set up the first international express joint venture in China, DHL-Sinotrans, in 1986 and we have been harvested from applying Balanced Scorecard into our daily performance management.This paper consists of six components: Part One: Introduction. The origin of Balanced Scorecard is introduced as well as the background, framework and method of Balanced Scorecard in the context of DHL-Sinotrans.Part Two: Plan the Balanced Scorecard-oriented Strategy Targets and Analyze the Elements of Influence. Starting from DHL's Vision, Mission and Values, I analyze and discuss the status quo of logistics and express business in China, the development and trend of the world logistics and express business, and the opportunities and challenges we are facing in future, setting forth the basic theory of this paper.Part Three: the Choosing Principles of Balanced Scorecard Oriented Strategies, illustrated in terms of"Customer Orientation","Management Knowledge","System Integration"and"Standard operation".Part Four: the Application of Balanced Scorecard Oriented Strategic Technology inthe daily management of operation cost, human resources, standardization and infrastructure, plus the detailed introduction of the application of E-Commerce and GPS in hi-tech logistic environment.Part Five and Six: Re-build the Implementation System of the Balanced Scorecard Oriented Strategic Targets and Manage the Performance. Introducing the handling and processing methods in the context of company's concept, organization, culture, and re-build and performance management in reality, based on the theory. Conclusion and Follow ups.
