Ccri Reform And Development

The system of socialist market economy requires scientific research institutions to carry out enterprise-oriented transformations. China Coal Research Institute (CCRI) is one of 15 institutions subordinated to the State–owned Assets Supervision and Administration of the State Council. Since no successful experiences can be used for reference in this aspect, the enterprise-oriented transformation of research institutions will be a process of continuous understanding and improvement.Based on gradual transformation of CCRI in the past years, the author has put forward his proposals for future reform, in terms of analysing competing environment, formulating strategic objectives and competing tactics and drawing up secured measures.There are four chapters in the paper. Chapter 1 focuses on introduction of CCRI, especially the eight years transformation resulting in a big leap in growth; Chapter 2 focuses on analysis of internal/external environment of CCRI; Chapter 3 focuses on formulation of vision, mission, long-term strategic objectives, and competing tactics for CCRI; Chapter 4 focuses on recommendations to achieve the strategic objectives in future reform.Major contents of the paper include establishment of the modern enterprise system, improvement of the legal person's governance structure, improvement of the management system of holding and subsidiary companiesto enhance group control force, establishment of the effective incentive mechanism, and obtaining competitive advantage by building corporate culture, etc.
