Study On Ecological Compensation System For Mineral Resources Exploitation

Mineral resources are the material basis on human survival and development.But for a long time,as a result of pursuing the avail,and the guarantee of the law system in our country imperfect,mineral resources are exhausted and the ecological environment is destroyed.As the ecological value is established,people are more and more aware of the importance of compensating the ecological environment.In such a background, the author proposes to establish the system of ecological compensation of mineral resources in this text.The system of ecological compensation of mineral resources,as an important component of the ecological compensation system,plays an important role in restricting act of exploitation of mineral resources,avoiding the deterioration of ecological environment in mining and a serious waste of mineral resources.So it can achieve a sustainable development of economic and social.The full-text structure and contents are as follows:Starting with the environmental and social problems of exploring mineral resources, the instruction elaborates the importances of establishing the system of ecological compensation of mineral resources,and the present status of the research at home and abroad.The first part of the artical researches the defects of the theory about ecological compensation and analysis the implication of the ecological compensation.And by comparing with the economic compensation of mineral resources,we have the correct meaning and characteristics of ecological compensation of mineral resources.Then it elaborates the theoretical foundation of the ecological compensation of mineral resources.At last,this part introduces the contents of the ecological compensation of mineral resources.The second part is related to the legislation and practices of the ecological compensation in our country and its deficiency.This chapter emphasizes that our present ecological compensation of mineral resources have no legal system supporting,the government compensation is lack of coordination and the marketing compensation system is immature.The third part introduces the ecological compensation of mineral resources in other countries.Many countries have useful experience to improve our ecological compensation of mineral resources.The last part is related to the perfection of the system of the ecological compensation of mineral resources in China.In this part,the author puts forward some proposals to improve our system of the ecological compensation of mineral resources,including establishing the implement environment of the ecological compensation of mineral resources system,crystallizing the basic principles of the system,and the main content of the system,establishing evaluation system of implementation of ecological compensation.
