With the development of GIS,GIS has been played an important role in various fields. Because the water resources in the economic and social development plays an important role in the process, and it has some difficult for people to understanding the development utilization situation of water resources.Thus we must study development and utilization of water resources information strengthenly.Firstly,The article has introduced the home and abroad status of the development and utilization for the water resources.Secondly the GIS,water resources knowledge and the link of GIS and water resources knowledge is also elaborated.Based on the GIS and water resources knowledge,the Water Resources Evaluation System has proposed.In the system function building process,the system has the GIS function.In additionly,It has one important function what is the development and utilization of water resources evaluation.Firstly selected the exploitation of water resources evaluation index system,and combined with the actual situation at home and abroad and on the local the classfication of indicators.The evaluation system uses the analysis method of AHP ,through two two-parameter comparisons of weight matrix,by each of the indicators relative to the target layer weight of the evaluatin system used in system evaluation method of fuzzy comprehensive evaluation method,by dividing the target levels measured in all regions,the establishment of membership function,get fuzzy matrix,the final analytic hierarchy process and fuzzy weights obtained by pairwise matrix multiplied by the assessment of water resources development and utilization of the maximum degree of membership,from membership in the get evaluation results.In the system implementation process, the main components of a complete library with embedded GIS and the ArcGIS Engine object-oriented language C # in. NET platform to achieve integration. Data acquisition, management, database development, water resources development and utilization of evaluation function can be achieved.Finally, the system for water resources development in Guangyuan City were evaluated, obtained all the administrative regions of Guangyuan specific water development and utilization of evaluation results. Overall, the utilization of water resources development in Guangyuan City are in the development stage, and the specific circumstances of each administrative region for the corresponding elaboration obtained and countermeasures.
