The most important subject is the ocean in the 21st century. Developing the marine economy and utilizing marine resources have become the key point of economic development in China. Non-resident islands in China account for 94% of the total number of all the islands, are national treasure. Shanghai, as the country's major economic center and shipping center, with its rapid development, small land, densely populated, shortage energy , lack of fresh water and so on, a series of factors restricting the development ,are paid more and more attention by people. Island as an extension of the mainland to the ocean, the utilization of resources, especially the resources of non-resident islands, has become one of the most important way of marine economic development in the 21st century in Shanghai. However, due to the features of non-resident islands , far from the mainland, single, susceptive, the irrational exploitation of islands may cause irreversible ecological damage, therefore,the investigation and exploitation suitability assessment for non-resident islands, are the foundation and precondition for appropriate using them.Finding out the status and potential value of non-resident islands, and preventing the blind development are the foundation of the sustainable development of non-resident islands.This paper, funded by the project of Shanghai 908, mainly does the research on the investigation of the resources and the environment of 11 non-resident islands in Shanghai. And on this basis, combined with historical data and other research results, the paper assesses the exploitation suitability by setting indices which can fully reflect the value of protection and development, to provide a scientific basis for the sustainable development of non-resident islands.The results of this study include:①The survey ,combined with historical data and field investigation, found out natural environmental situation and the utilization of 11 non-resident islands in Shanghai,including type, quantity, location, area of the islands, topography of the beach, Inter-tidal flat sediments,vegetation and so on.②For non-resident islands in Shanghai, the paper construcs indices systems for the value of protection and economic utilization.The indices systems for the value of protection include habitat protection, ecological vulnerability, and the defense and rights; The indices systems for the value of economic utilization include space resources, freshwater , tourism resources, energy, regional development conditions. ③This paper uses AHP method combining Delphi method, constructing judgement matrix for two indices systems, and weighting determination. Construct the evaluation criteria of each index and quantify the indicators. Then,we can get the values and ranks of both protection value and the economic exploitation value ,then the exploitation type of non—resident islands can be determined.④The paper applies the assessment method to Jiuduan Sha and Jinshan three-islands, both of the islands can be exploited limited. The result of this research shows that development and utilization of the islands consistents with the evaluation results, reflecting the reliability of the evaluation system. Evaluate the suitability of the other islands, except Guyuan Sha, the other alluvial islands can be exploited moderately;all the Bedrock Islands can be exploited limited, and then give advice on the development of the non-resident islands based on the results.Innovation of this paper is establishing the suitability index system on the non-residents islands of Shanghai, based on historical data and survey data, evaluating the development of the non-residents islands of Shanghai and analyzing the conservation priorities and development directions of the non-residents islands of Shanghai.
