Following the rapid development of social economy and population, water crisis has become second largest environmental problems compared with global warming. China is a country rich in total resources of freshwater and poor in per capita amount. Distribution of water is extremely uneven. In developing coastal areas, water shortage has become a bottleneck of sustainable economic development. It also will be a serious problem for the sustainable development of China.The proportion of urban domestic water in total water use is growing. The flushing water accounts for about 35% in domestic use. With the development of the city, this percentage will increase day by day. It is a way to solve water crisis, especially in coastal cities by using seawater as the flushing water instead of fresh water.In this paper, the combination of qualitative and quantitative methods were used to analysis the feasibility of a seawater flushing engineering project comprehensively and systematically. Systematic analysis and comprehensive evaluation were made from macro and micro aspects. The evaluation index value during the project development was obtained and the feasibility of the project was determined. These work not only led project avoid blindness but also but also the practical application for other projects to lay a theoretical foundation..
