Destructive earthquakes usually cause a lot of building damage and casualties, bringing about more adverse effects on China's economy health promoting as well as social order and stability with the rapid economic development of China. Yingjiang 5.8 earthquake occurred in Yunnan Province in an environment of calm earthquakes of Mainland China. As for the countries around China,6.4-magnitude earthquake occurred in the border of India and Burma, 9.0 earthquake occurred in Japan,7.2 magnitude Earthquake occurred on March 24th in Burma. It can clearly be seen that the current earthquake situation of China is so serious and complex that enhancing the crisis management capabilities of earthquake has become the trend. It is an important way that made an effective evaluation of earthquake management to improve the management capabilities of earthquake crisis.Firstly, related theories on the evaluation of earthquake crisis management capabilities were introduced in order to construct a reasonable evaluation system of the earthquake crisis management. The earthquake disaster is defined as a social crisis and earthquake management is divided into three phases. Combustion theory and social theory are used as the base theories of earthquake crisis management comprehensive eveluation, and fuzzy comprehensive evaluation method is selected as the evaluation method.Secondly, the impact factors of the earthquake crisis management are analized; the impact factors of earthquake crisis management capabilities are divided into the factors of earthquake seismic resilience capabilities, response capabilities and recovery capabilities. And then the specific content of each factor is described. The index weight of index system is determined through expert consulting based AHP. At last, dynamic adjustment of the index system is explained to make sure the dynamics of the evaluation index system.Finally, Wenchuan earthquake is selected to verify whether the index system bulit in the thesis is reasonable. Evaluation results are consistent with the actual situation of Wenchuan earthquake, illustrating that the construction of the index system is reasonable and feasible, which affords us an evaluation framework of earthquake crisis management capabilities.
