Petroleum is an important strategic resource of a country,but the refining of petroleum could not only pollute the atmosphere,water and soil resources,but also cause the loss of materials,equipment and casualties.Petroleum refining has been experiencing rapid growth over the past 15 years due to the economic development.But the working environment of oilfield enterprise is often hot and noisy,and there is a always present risk for burns.Other potential risk factors include the lacking of the professional training,excessively heavy tasks,tight construction schedule and work overload.Every year millions of safety production management accidents occur in the world,causing immense suffering of the victim workers and their families,and enormous loss to the enterprise and ultimately to the nation.Therefore,the safety production management can't be emphasized too much due to the frequent occurrence of the safety accidents because of the problems like the lack of effective safety education and training,low education background of employees,inadequate input in safety management,and etc.Evaluation of safety management is an effective method to improve employee's safety behaviors,which plays an important role in strengthening the safety management of oilfield enterprises.Firstly,in this paper an evaluation index system of the safety management of an oilfield enterprise was established base on behavior-based safety management and Analytic Hierarchy Process(AHP).Secondly,because the conventional AHP method is inability to solve the ambiguity and uncertainty,a fuzzy AHP method is applied to overcome this problem and calculated the factor weights.Finally,we investigate the implementation process of the BBS management of the enterprise in the east of China selected as a research object.As observers in this enterprise,we visit the enterprise,have discussions with employees,distribute questionnaires to them,issue first evaluation results and give a feedback to managers.In the process of the employee observation and intervention,we particularly focus on the employee praise and recognition when they have operated safely or improved their unsafe behaviors.After a period of time,second questionnaires are distributed and then the comprehensive evaluation on the safety management level of the enterprise is conducted.The results of the safety intervention and comprehensive evaluation show that the unsafe behaviors of the employees have been greatly reduced and the safety management level has significantly increased.The results of the case also verify that the combination of the fuzzy comprehensive evaluation method and the behavior-based safety management is scientific.
