Study Of Implementation Evaluation Of General Land-use Planning Based On GIS

General land use planning is in certain region of planning area, according to local natural and social economy condition and the requirement of the development of national economy, determines or adjusts land use structure and the macroscopic strategic measure of land layout. In the new economic and social environment, for strengthening macro-management of land effectively and coordinating the land use and social shortage situation, The new general land use planning of Zhejiang province has completed in 2010. After approval of the general land use planning of Wenzhou City, its township administrative division has changed. Under the premise of ensuring accomplishing basic farmland protection and urban and rural construction land scale rigidity indexes, to enhance the operability and dynamic management of the planning, Its local modification and the maneuver index using is necessary. But the premise of planning modification is completing the study of implementation evaluation of general land use planning to analyze the necessity and feasibility.This paper, taking Ruian City for example, analyzes general land use planning as the following aspects based on GIS spatial analysis techniques.(1)Analyze the implementation of the planningBasing on GIS technology, analyze the implementation of the land use planning combining the socio-economic development of Ruian city. The cultivated area is 39563.94 hm2, the farmland protection area is 32307.00 hm2, and the urban and rural construction land area is 11021.87 hm2 in 2010. They don't exceed the control index in 2020. Taking planning index, benefit and degree of land use change as evaluation factor, with expert advice determining the weight coefficient, quantitative evaluate the implementation of the planning. In 2010, the comprehensive assessment score is 82; the result shows that the implementation of the planning is good.(2) The Comparison with urban master planningFirst, vector the urban master planning map using GIS software. Then based calculation of the land use area, compare the general land use planning with the urban master planning. There is great difference of the number in urban and rural population. They are 27.00 million,19.10 million. The difference of the level of urbanization is 11.58%. There is no difference in the cultivated area and the farmland protection. However, the difference in city area, town area and agricultural settlements area between the general land use planning and the urban master planning is great. They are 8059.94 hm2,5868.45 hm2,2064.57 hm2. The main reasons are the change of township administrative division leads the expansion of the central urban area, meanwhile the indexes of the general land use planning are rigidity, and the indexes of the urban master planning are flexible. The result shows that the further convergence is necessary.The following conclusion is on the basis of former analysis:The general land-use planning of Ruian City is highly operable. And the coordination of the general land-use planning and urban master planning is overall good. But due to the adjusting of canton and the new policy of village building, there is difference between the general land-use planning and urban master planning on the village layout. So we need modifying and coordinating the two plannings to ensure the implement of the planning successfully.
