The Phosphorus chemical safety evaluation decision support system is an important part of the "Eleventh Five-Year Plan" national science and technology support projects "High-purity Phosphorous Chemical Industry Product Database, Analysis and Testing Technology and Product Standard" which is presided by Zhengzhou University. It is the subsystem of "phosphorus chemical micro decision support system".Combined with characteristics of phoschemical industry, applying computer programming, fuzzy mathematical theory, artificial intelligence, chemical engineering safety evaluation technology and some other research methods, the system develops a set of phoschemical industry safety evaluation decision support system, based on Web technology. It offers phoschemical industry enterprises a relatively scientific and intelligent safety decision support and evaluation, and means a lot to reducing accident frequency of phoschemical industry system, ensuring personnel security and plant in good condition, increasing efficiency of phoschemical industry enterprise, propelling technical reform of phoschemical industry.Two methods are used in system development. Besides the traditional method" job risk analysis" with analytical evaluation characteristic, the method "system security comprehensive assessment" which is based on the fuzzy mathematics theory and has the comprehensive evaluation characteristic is also proposed.According to the final product, phosphate resources processing technology is divided into two categories of phosphate compound fertilizer and phosphate, Each category has wide variety products. In this topic, safety evaluations have been done of 18representative processes including phosphoric acid (dihydrate),thermal phosphoric acid,ammonium phosphate,superphosphate and a variety of fine phosphates.In basing premises of the principles of science,applicability,unitarity and quantitativing indicators, this paper tries to evaluate every factors affecting the phosphorus chemical process safety and chooses SQL Server2005 as database, Java as programming language. In the form of web pages, this system realizes humanized man-machine dialogue platform, constructes comprehensive safe chracteristics system of phoschemical industry and safety evaluation functional model, incarnating characteristic of interdisciplinary, trying to offer informationization and automated assistant decision-making function for safety evaluation of phoschemical industry. Among this, in the process of system security evaluation, AHP is used to get factors' weightings, the way of answering questions and drop (liter) half trapezoidal distribution is used to achieve fuzzy evaluation indicators' membership, and finally qualitative factors are realized to be quantified, eventually accurate evaluation results can be got and a good decision support provided for policy makers.
